Bi-Lingual MFIP/SNAP Employment and Training Counselor - Steele County

Job Summary

The Refugee Training Consultant/Program Assistant provides vocational and employment services to assist Welfare to Work individuals in obtaining and retaining employment. This process involves assisting with client assessments, job searches, employment plan developments, case management, support group facilitation, information referral, and individual follow-ups.

 

Essential Duties and Responsibilities

  1.          Provide outreach and mentoring services, education, needs assessments and community referrals to refugee families.
  2.         Facilitate communication between clients, MFIP provider and program staff including interpretation and translation services.
  3.          Support families in implementing self-sufficiency activities and monitor progress.
  4.          Assist clients in resolving housing, neighborhood and personal issues through in-home visits and access to counseling and crisis intervention services.
  5.          Identify client needs and collaborate with local service providers to ensure clients access all available services.
  6.         Provide education and support services to refugee families; safe living environment & crime prevention.
  7.          Conduct recruitment efforts and serve as an active partner in the refugee community and agency collaborations to aide in recruitment efforts and immigration preparation.
  8.          Facilitate participation and enrollment in ECFE, Tutor Programs, Head Start, YMCA child development programs and other family literacy activities to ensure fully functioning families.
  9.          Enroll clients in ESL, Customer Service, Driver's Education and Job Classes and assist with scheduling, interpretation and transportation.
  10.        Conduct in person meetings with Human Services, ABE, Housing and Homeless Prevention Programs and other community partners and staff to collaborate on solving refugee issues
  11.        Abide by HIPPA and county data privacy policies & maintain ethical boundaries at all times to ensure professional accountability.
  12.        Assist job counselors with implementing MFIP and DWP services while maintaining accurate client updates and communication with counselor including client activity engagement, worker lists and case notes.
  13.      Attend monthly meetings with MFIP Job Counselors to communicate on updates or changes in employment status.
  14.       Communicate and coordinate effectively with local employers to provide on-site training assistance in areas such as translation, training activities and job coaching and ensure successful job placement.
  15.        Conduct intake assessments with clients to determine skills, define barriers to employment and evaluate overall work readiness status.
  16.        Work with clients to develop and maintain transportation and daycare plans by assisting with applications and implementation of the services.
  17.        Assist clients with employment applications and resume writing and provide job leads and referrals.
  18.        Provide recruitment and completion of paperwork for MRCI Alternate Worker crews and other employer partnerships.
  19.        Contribute to the organization's mission by complying with policies and procedures and performing other duties of a similar nature or level. 

Minimum Qualifications

 

Education/Experience

  • Bachelor's Degree in a human services or industrial technology field with general knowledge of community supported employment, OR a high school graduate or equivalent with three years of experience with work measurement, MODAPTS, and/or wage an hour.

 

Knowledge, Skills and Abilities

  • Must pass a MN Department of Human Services background check
  • and physical exam indicating ability to perform physical demands of the job.
  • Have a valid driver's license, clean driving record and reliable transportation to use for work
  • driving purposes.
  • Knowledge of state and federal laws surrounding workplace safety, and previous experienceWord, Outlook, etc.
  • working with ERP systems, as well as proficiency with Microsoft Office software Excel,
  • Strong interpersonal communication skills and must be able to communicate simple 
  • instructions effectively.

Physical Requirements

Required to sit, stand and move about the facility as well as read documents, spreadsheets, and computer screens. Maybe exposed to shop elements such as noise, dust, fumes and odors. Travel to offsite locations may be required on a regular basis.

The environment will vary dependent on the individual's assigned department.
