Chief Executive Officer

Position Summary:

The Chief Executive Officer is responsible for the management of all MRCI operations in accordance with policies and procedures established by the Board of Directors, all local, state and federal laws and regulations governing the operation of a community rehabilitation program and continuing compliance with all applicable standards as established by the Commission on Accreditation of Rehabilitation Facilities. This position is mission oriented. It requires a balance between service and funding. It is the responsibility of the Chief Executive Officer to lead MRCI in activities which reflect the mission of the organization.


Duties and Responsibilities:

Responsibilities include the following duties which are performed directly by the Chief Executive Officer or other MRCI staff as the Chief Executive Officer so designates.

  • Staff recruitment, hiring, supervision, in-service training, retention and dismissal in accordance with MRCI policy and all applicable local, state and federal laws and regulations.
  • The development of and continuing review of an efficient and effective organizational structure, which sets forth lines of authority, responsibility and communication.
  • The administration of MRCI personnel policies and practices in a consistent and equitable basis.
  • Assisting the Board of Directors in formulating basic MRCI policies and for recommending changes to, or modifications of existing Board policy.
  • Leading the organization's strategic planning efforts.
  • Overseeing MRCI's fund raising efforts.
  • MRCI compliance with all applicable local, state and federal regulations pertaining to the operation of a not-for-profit rehabilitation facility.
  • The preparation and presentation to the Board of Directors an annual operating budget which reflects and anticipates the MRCI's needs and resources necessary to realize MRCI goals and when approved, exercising the necessary budgetary controls to insure there is minimal variance from budgetary goals.
  • Presenting and interpreting to the Board of Directors operating reports reflecting the efficiency and effectiveness of MRCI operation. These reports include program performance statistics, financial statements comparing performance with budgetary goals, short and long term plans, changing needs and related information.
  • Use of sound business practices and financial management of the MRCI in areas of work procurement and pricing, purchase of materials and equipment, establishing fees for services based on knowledge of their costs.
  • Safeguarding of all MRCI property.
  • Provision of an effective and efficient service to adults with disabilities or disadvantages and that the services are provided in an environment which protects the health and safety of persons served and staff.
  • MRCI compliance with standards for rehabilitation facilities as established by Commission on Accreditation of Rehabilitation Facilities.

Education and Experience:

  • A Master's degree from an accredited school. Five additional years of senior level management experience may substitute for the advanced degree.
  • At least 10 years' experience in operational and supervisory management, with an extensive and proven background in the management of a non-profit organization or multi-faceted business.

Knowledge, Skills and Abilities:

  • Must possess superior and wide-ranging interpersonal, written, and verbal communication skills.
  • Proven record of strong leadership, planning, problem-solving, development, and supervisory skills.
  • Be an excellent negotiator who is experienced in contracts, possess a big-picture perspective and the ability to give precise instructions, be a driver of change and have exceptional decision-making capabilities.
  • Must be able to understand and manage complex and conflicting demands.
  • Must establish and maintain credibility throughout the organization and with the Board as an effective developer of solutions to business challenges.
  • Hold a high level of personal and professional integrity and work well with others.
  • Proficient in computer based business software; knowledge of computer based ERP production software and have some experience or knowledge of non-profit organizations.
  • Have a valid Driver's License and reliable transportation.
  • Must clear a Department of Human Services background study.
